Seems it was just announced that there's going to be a version of Ubuntu for (sufficiently powerful, i.e. recent dual-core) Android devices. This works by having a 'dock', which lets you connect a screen / keyboard to your Android phone. When docked, Ubuntu runs in parallel with Android. The performance won't be amazing, as mobile processors don't have massive performance.

Thinking from an international development perspective and use in schools: It is still an expensive solution compared to having netbooks. Netbooks for now are still cheaper than high end Android phones, plus you'd have to get a screen / keyboard ontop. But - phones have a mass market, probably more so than netbooks / laptops / tablets. So this could get very interesting soon and turns the whole laptop vs. phone vs. tablet question on its head. It's not out just yet, but has been announced.
